Digital Solutions in Service of Local Communities

The digital transformation of public administration is not merely about introducing new technologies—it is about changing the way local governments deliver services to citizens. With this goal in mind, activities under the “eGovernment for All” project continued throughout February, focusing on strengthening the digital capacities of local self-governments and promoting the practical use of electronic services.

In the previous period, “eGovernment Day” events were organized in several local self-governments, including Bela Palanka and Veliko Gradište, where citizens had the opportunity to learn directly about the functionalities of the eGovernment Portal, activate their eID accounts, and receive support in using digital services. These events confirm how important the local level is for successful digitalization—precisely where citizens interact with public services on a daily basis.

At the same time, local self-governments continue to enhance their digital capacities through the implementation of systems such as ePisarnica, eInbox, and eZUP, alongside ongoing support and capacity building for civil servants who use these systems in their daily work. In this way, digital solutions are becoming an integral part of regular administrative processes, contributing to more efficient public administration and reducing paperwork.

The ultimate goal of these activities is to enable citizens to complete administrative procedures more quickly and easily, without unnecessary visits to service counters, while ensuring greater transparency and higher quality of services. Activities will continue through the “eGovernment for All Caravan,” a project implemented by NALED in cooperation with the Office for IT and eGovernment, with the support of the World Bank.

During the implementation of the project, special attention will be given to practical demonstrations of electronic services, including the eSick Leave – Employer system, electronic payment of fees and charges through the ePay system, as well as the active use of the Unified Non-Tax Revenue Registry within the Administrative Procedures Register.

The combined impact of the activities carried out through the “eGovernment for All” and “eGovernment for All Caravan” projects, which will continue in the upcoming period, is reflected in strengthening the capacities of local self-governments and developing a public administration that is more efficient, accessible, and responsive to the needs of citizens.
